September Update: Programs Making a Difference

On September 9, Sue Savio, one of Hawaii’s most respected insurance experts, shared something we haven’t heard often during this crisis: real optimism. According to Sue, the Hawaii Hurricane Relief Fund (HHRF) may be the rare law that worked from day one.

For condo associations under pressure, the HHRF has already provided relief, with some projects reporting savings of up to 70% compared to private market rates. That’s a game-changer for AOAOs and their owners.

But it’s not just the HHRF showing results:

  • HHRF is delivering immediate relief
    Associations denied by private insurers now have a viable option, and the process has proven smoother than expected.

  • HPIA (Hawaii Property Insurance Association) is stepping up
    HPIA is working to fill gaps when the private market falls short. It is hoped that by November this year, HPIA will be able to offer H06 Condo Owner Insurances. Currently, any owners with two insurance claims are blacklisted and will be denied coverage.

  • Condo Repair Loan Program is rolling out
    Associations with urgent repair needs, often tied directly to insurability, will be able to apply for state-supported loans. This gives boards a pathway to address age-related issues, including spalling, fire sprinklers, old piping systems, and elevators.  This will give more insurance options.

  • Single-family homes are holding steady
    Unlike condos, homeowners aren’t facing the same dramatic premium spikes. According to Sue, if a property is well maintained, the age of the home isn’t a disqualifier. That’s welcome news for Big Island owners worried about renewals.

For once, the news is encouraging: the state’s programs are not just promises, they’re functioning in real time. While Hawaii’s insurance market remains fragile, we now have tools that are making a measurable difference for both condo owners and the broader housing market.
